Consumer Directed Services (CDS)


What is Consumer Directed Services? 

Some persons with disabilities require assistance with activities of daily living to enable them to live independently within their communities.

Until recently, persons with disabilities had limited options such as dependency upon family members, placement in institutional settings, or paying for these services out of pocket.

CDS allows individuals with disabilities to receive assistance with their daily living activities and other tasks while remaining in their home.

Founded on the belief that persons with disabilities can best direct and determine the services they need, CDS enables persons with disabilities to achieve their desired level of independence.

People with disabilities know their needs best AND have the right to make decisions regarding their daily lives.

What is the CDS Program?

The Consumer Directed Services Program is funded with federal and state monies. This program allows the redirection of Medicaid dollars for in-home, consumer directed services.

Unlike care provided by home health agencies, the Consumer Directed Services Program is a program that allows the individual to direct his/her own personal care at no cost to the consumer.

Qualified individuals direct their own care by hiring the attendant(s) of their choice and managing/directing the services that meet the individual's needs.

Eligibility for Consumer Directed Services

To be eligible, all of the following must apply:

        Be a Missouri Resident
        Have a disability that limits one or more functions of daily activities
        Be Medicaid eligible
        Be at least 18 years of age
        Be able to self-direct

What is a Personal Attendant?

A Personal Attendant is an individual who is hired to assist persons with disabilities (also referred to as employers or consumers) to reach a level of independence based on personal choices. A personal attendant helps with routine activities of daily living. 

Typical tasks include:

        bath/shower
        bladder care
        bowel care
        dressing/undressing
        equipment maintenance
        grooming/minor hygiene
        house cleaning
        household management
        laundry
        meal preparation
        meal consumption
        meal clean-up
        medications
        ROM exercises
        shopping
        transfers
        transportation
        turning in bed
        and other duties essential for PWDs
           (to maintain an independent lifestyle)

Persons with disabilities direct and manage all tasks performed by CDS wherever services may be provided.

        Team building skills
