Transportation Policy & Procedures |

MISSION:
To provide transportation services complementing
existing transit services, which serve to enhance the
inclusion of people with disabilities in the community. |
|
ELIGIBILITY: To be determined to be eligible
for ILRC transportation, you must be a person with a
qualifying disability or over the age of 55. An adult
must accompany any minor rider and any rider needing
additional assistance will be required to secure his or
her own personal attendant (one personal attendant will
ride free when the rider schedules the ride). Riders
must reside in one of ILRCs service areas including
Callaway-Holts Summit, Cole, Miller, Morgan, Camden,
Osage and Moniteau. Prior to riding the buses, a paper
application will be filed at ILRC, eligibility will be
determined, and fees will be paid. |

PRIORITIES: In order to provide services
consistently and fairly, ILRC will establish a priority
of service as follows:
Employment related transportation is the highest
priority.
Non-emergency medical is the second priority (rule of
thumb is to utilize all other available services).
Necessary shopping is the last priority. |

TRANSPORTATION COMMITTEE: ILRC will establish
a steering committee to ensure services are delivered
consistent with community need. Among its duties, the
committee will make policy recommendations to the ILRC
Board of Directors. The committee will also establish a
mystery rider program to determine the effectiveness of
the program and to monitor customer satisfaction of the
riders. |

PARTICIPANT AGREEMENT: ILRC wants to provide
transportation in the most time/cost efficient manner
possible. This calls for maximum cooperation by everyone
involved. Therefore, the following guidelines must be
observed:
ILRC will:
Ensure qualified, safe, competent drivers
Notify you if we are unable to pick you up for any
reason on the day and time scheduled
Appropriately restrain all riders in wheelchairs with
lock down system
Make the determination as to whether or not the
service will be cancelled due to inclement weather
(Rule of thumb: Services will be cancelled
when Jefferson City Public Schools are cancelled due to
bad weather)
If transportation is cancelled due to bad weather,
the driver will call and cancel the rides
Not take the rider to and from the vehicle; and,
Ensure riders enter their destination building safely
before pulling away
Reserve the right to refuse service for any reason
and cancel at any time
o The ILRC driver can and will refuse service if they
feel transporting will be unsafe for the rider,
driver, or any other individual.
Will ensure that there is a scent-free policy on the
bus
Will not be responsible for lost or stolen articles
Will not be responsible for lost or stolen bus passes
In case of emergency will contact the emergency
contact provided by riders and inform them of the
situation.
Riders will:
Be ready on time (waiting outside or just inside your
door 10-15 minutes before your scheduled time;
driver will not wait more than 10
minutes from the time of arrival)
Use seatbelts properly
Refrain from eating, drinking, smoking or chewing
tobacco in the vehicle
Call at least 24 hours or one business day in advance
to request service and no more than two weeks
prior to the requested ride.
When requesting service inform ILRC staff of all
planned stops for the day.
o If you make a change you must inform ILRC staff prior
to your ride.
o Drivers will follow the ride request given them at the
beginning of their shift and will not make
any additional stops or change stops requested by riders
after their ride has begun.
Notify ILRC at least 8 hours before the time a
scheduled ride needs to be cancelled; we would prefer 24
hours notice for a cancellation. If
someone cancels a ride one time with no warning, they
will receive a
verbal warning. If they cancel twice
without advance notice, they will be charged for the
ride they
scheduled. The third time a ride is
cancelled without advance notice; we reserve the right
to stop
providing transportation services to
that consumer.
Refrain from playing loud music while riding in
vehicle
Follow instructions of the driver
Refrain from loud, vulgar or abusive language which
could result in the suspension of services for the
individual
Refrain from wearing fragranced products when riding
in the vehicle
You will be responsible for acquiring your own
personal attendant when medical needs arise (individuals
under the age of 18 must have an
attendant ride with them)
Ensure ILRC knows pick up and drop off points and any
other destinations the rider will be visiting
(including destinations they will be
walking to)
Maintain clear path for vehicle
You will be responsible for carrying your own
bags/groceries
Update application as necessary as personal
information changes
If more than three no-shows or more than three
cancellations in a month, ILRC reserves the right to
suspend services.
Any incident involving the driver and any passenger
will be investigated and could result in dismissal
from the bus.
Reserve only one ride per day to ensure fairness to
all riders.
Inform ILRC Staff of any changes in address,
telephone number or emergency contact.
The parent(s) or guardian(s) of a child weighing less
than 40 pounds shall provide an approved child seat
which can be secured with a conventional
seat belt. No child under 40 pounds shall be transported
without an approved child seat. Children or
infants are never to be held in the lap of an adult
while
vehicle is in motion.
Children under the age of 5 years may ride, free of
charge, with a parent or guardians supervision and
with the proper child safety seat.
Children over age 5 may ride with a parent or guardians
supervision
and proper child safety seat, but
must also purchase and use the ILRC Transportation
tickets to ride.
Parents or guardians must provide a
proper child safety seat. ILRC drivers and staff reserve
the right,
at any time, to refuse service to a
child that is disruptive or not following the guidelines
for ILRC
transportation. |
